About Department

The Planning & Convergence Department (P&C), Government of Odisha, is responsible for steering the State's comprehensive socio-economic development. It initiates and coordinates broad high-level policy vision for ground-level execution to ensure that resources are strategically allocated and developmental efforts are harmonized across different government departments.

Planning & Convergence Department is crucial in formulating the state's long-term development roadmap and policy framework, including documents like Odisha Economic Survey and Odisha Vision 2036&2047 besides strategizing the Programme Expenditure of the State. It leads the preparation of granular Comprehensive District Plans for all 30 districts and anchors the State's alignment with National priorities.

The Department is named for its critical role in Convergence, which involves bringing multiple schemes and departments together to achieve holistic goals. It plays a pivotal role in coordinating with NITI Aayog, tracking performance on National indices like the Export Preparedness Index, India Innovation Index, SDG India Index and preparation of district level plan, among others.

It operationalizes the Sustainable Development Goals (SDGs) by creating the State Indicator Framework, budget alignment, and maintaining dashboards; oversees special regional initiatives like the Western Odisha Development Council (WODC), KBK BikasYojana, and funds like the KBK Infrastructure Fund; manages and evaluates major development funding channels such as EAP (Externally Aided Projects), RIDF (Rural Infrastructure Development Fund).

The department also supervises extra budgetary resources like DMF (District Mineral Foundation), and OMBADC (Odisha Mineral Bearing Areas Development Corporation).

The Department undertakes regular monitoring and review of the implementation of Plan Programmes and effects necessary adjustments in the Plans both in terms of physical outcome and resource allocation so as to ensure optimal realization of the Plan Objectives.

Directorate of Economics & Statistics is one of the key organs which acts as not only as data repository of the State, but also continuouslyengaged in generating qualitative and credible data on all activities of the government that includes GDP, Price Statistics, Agriculture Census, MI Census, crop cutting experiments, among others. These help the government in taking informed and evidence-based policy decisions.

While NCDS is an ICSSR body which acts as a think tank, RIPAE&S is the premier training institute for the Department for imparting training to officers for induction, mid-career and other need-based trainings.

Further, PHDMAis an autonomous agency under P&C Department to monitor poverty indicators and strengthen human development.

In essence, Planning & Convergence Department plays a transformational role in translating the State's developmental aspirations into actionable policies, throughresource planning. The departments monitors and evaluates the performance of schemes/ programmes to ensure good governance and balanced regional growth.
